Quote
Before anything is charged, the platform prices the run — POST /runs/quote — from the live catalog and your organisation's rate. The console and the Lab show that number before you submit, never a local guess.
Hold
On submit the quoted cost leaves your balance and is held against the run. A simulator run settles in seconds; a real machine may sit in a queue for hours — the hold is what makes the queue honest.

When the run completes, the hold settles. Cancel a queued run and it comes back. A failure on the machine's side refunds automatically, and so does a job a machine never finishes (72 hours on real hardware). A circuit a machine cannot take is normally refused at the quote, before anything is charged; a failure the circuit itself causes keeps the charge.

Codenames are what the Python client and the API take. A run costs its shots times the machine's rate; the quote before a run is the number that binds.
cost = shots × per-shot rate — the quote before a run shows that product, and the run record shows the same number. Our own simulators (roro.sim.*) are free: a run there charges nothing and writes nothing to the ledger. Organisations can carry negotiated rates on priced machines — the quote at submit is what binds.

The rate you see is the rate you pay, per shot, per machine. Partner hardware and partner simulators are priced from what the partner charges us; our own simulators are free — iterate and teach on them without spending a credit.
